That's a difficult question. In order to comply with the regulation products and medicines must be extensively tested before they can be marketed, and currently the conducting tests is mainly on animals. Testing involves risks and were the testing not carried out on animals it would hold to be carried out on humans, which opens a whole new can of worms. From a solid point of view my preference would be to test on humans because a product found to be past the worst for animals is not necessarily safe for humans.
